贵州黔东南“12·2”较大沉船事故调查报告公布，5家单位及多人被追责问责

class=\"image_desc\"\u003e事发水域 资料图\u003c/p\u003e\u003cp\u003e\u003c/p\u003e\u003cp\u003e\u003c/p\u003e\u003cp\u003e根据贵州省应急管理厅11月4日公布的调查报告，2024年12月2日9时12分许，黔东南州从江县平正河背雷水电站库区距电站大坝约4.3公里处水域，一载有13人（含驾驶人）的乡镇自用船舶行驶途中沉没，船上人员全部落水，造成8人死亡。\u003c/p\u003e\u003cp\u003e经调查认定，贵州黔东南“12·2”乡镇自用船舶较大沉船事故是一起个人违规驾驶未经检丈、登记的乡镇自用船舶，非法载客，严重超载，属地党委政府管理不到位，有关部门指导不力，导致的较大生产安全责任事故。\u003c/p\u003e\u003cp\u003e2024年12月1日，从江县刚边乡加么村村民王某华邀约同村村民于12月2日至八旧桥（地名）采集钩藤（中药材），并多次通过电话联系事故船舶船主梁某林（52岁，未参加过船舶驾驶专业技能培训）请求其于12月2日8点30分在八旧桥驾船帮助渡河。梁某林以自己有事为由拒绝。\u003c/p\u003e\u003cp\u003e2024年12月2日7时37分，王某华再次电话联系梁某林，告知其已经从家出发到达铜矿（地名），请梁某林通知其儿子梁某海（25岁，未参加过船舶驾驶专业技能培训）驾船前去帮助渡河。随后，梁某林通过电话安排梁某海前往接送，梁某海同意。\u003c/p\u003e\u003cp\u003e2024年12月2日8 时30分许，王某华一行12人先后到达八旧桥附近，梁某海带其前往上船点。上船前，王某华等每人支付给梁某海10元作为报酬。自8时40分，梁某海分两次，每次6人，沿相同路线将村民送往河对岸（单次行驶距离 211m）。当运送第二批村民到达对岸，船上村民尚未下船时，首批上岸的村民反映附近没有钩藤，提出到上游采集，并陆续登船，船上人员达到 13 人（含驾船人），此时事故船舶吃水超过活鱼舱顶部开口，河水从活鱼舱漫入船舱，梁某海安排乘船人刘某用自制简易水瓢往外排水，并在乘船人林某昌帮助下驶离岸边，发动船上挂桨机，沿平正河左岸往上游行驶。当船离岸行驶后，船舱进水量加大，船舶干舷不断降低，行驶约168m后，船艏部左右两舷大量进水，船舶迅速下沉入水，船上13 人全部落水。船舶沉没后，5 人自救互救上岸，8 余人沿河搜寻失联人员。从江县消防救援大队、应急管理局等单位共19人，组织 8 辆救护车（随车医护人员27 人）、4 艘救援船只等开展事故搜救。12月2日13 船舶总质量持续增加，
